Base used in tutorial : Gothic Lolita Base
Step 1: Okay, first you need to make a new MSPaint document or whatever you are gonna use for this. We are going to learn how to make my Gothic Lolita Christmas doll shown here... This includes corset, skirt, arm warmers, socks, shoes and hair. You can also use any base you want, but this one is for my Gothic Lolita base. Bases from 2 Pixel would also work.

not Christmas anymore, but I meant to do this tutorial then so... Nyah! :P
Step 2: I like to keep a pallete handy by my doll to get the colors from. Make a pallete. I am going to use black, red and white . You can also change the colors if you like, make it original! Have atleast 4 shades for every color, since it makes things more detailed.
So you should have something like this -

Step 3: First we will work on her clothes. Make a basic outline of the corset, like so...

Then we will color it in. Take the next darkest shade of your white and shade in the darkest parts...
and keep doing it with the next shade and next until you get something that looks like this -

All my dolls on my Gothic Lolita base are ussualy symmetrical (same on both sides) so make sure that you shade the left side the same as the right side.
Step 4: Now we will add some trim and make the corset look better and not so plain, you could do this a number of ways.

just add some lace and connect the middle together like I did - 
Be creative! You can also add sleeves or arm warmers (which I will show you later in this tut..)
Step 5: Now we are done with the top, so lets draw the skirt. First make a basic outline in the darkest shade of red (or the color you chose) by drawing outwards from her body. You can also you the curve tool to do this, or just free-hand it with the line and pencil tool like I ussualy do (I hate the curve toll with a passion!). Remember to make it the same on the other side and then make a wavy bottom to show poofyness and make it more realistic.
So now you should have something like this -

* Most Gothic Lolita skirts are above the knee but you can make it as long or as short as you'd like.
Step 6: Now take the lightest color red and fill in the skirt. Some people do the shading first, but I fill it in and then shade for skirts.
Now take the second darkest shade of red and shade the outer part of the skirt. Then take the next color and create the folds.

Step 7: Now you can add a line at the bottom of the skirt, or any other pattern you want to make it look a little less boring.
I chose to do a line along the bottom of the skirt. Follow the curve of the skirt if you make a line.

Don't forget to shade the line!
Step 8: Now we will do the shoes. Start out with a basic outline in the darkest color.

Step 9: Take the next shade and then the next shade and shade in the shoes.

Then take a red color significantly brighter then the rest. This will be the highlight of the shoe.

Step 10: Now its time for the socks! First make a basic outline of the socks, make them as low or as high as you want.

Step 11: For the shading you can use the shading already on the doll, just change the colors. Here is a close up -

Step 12: You can leave the socks as is, or add to them. I am going to add two lines at the top and a bow.

Step 13: Now the last part of the clothing, the arm warmers. Draw an outline and then fill it in with the lightest red color (not a highlight color).

Then take the darkest red shade and shade close to her body and the fold and then take the next shade and do the same.

Step 14: Now the hardest part, the hair! Hair takes awhile and a lot of patience.
First make the outline, for this doll I am going to do black hair and a bit of a 'flip'. Use the line tool to make the sides.

I ussualy make the top part a little bit off her head, to give her hair more fullness.
Step 15: Now give her some bangs using the line tool or do it freehand, or you can also do side bangs like shown and give her some side peices hanging down.

Step 16: Now fill in her hair with the lightest shade of black (NOT the highlight color).

Step 17:
Now for the hardest part, the shading of the hair. Take the darkest shade of
black besides your outline.
Shade MOST
of the top part of the head and where her part is. Then shade behind her body
and add some lines to make the hair look more realistic.
Don't shade right about where her eyes are yet, this will have highlights. Shade her bangs and add lines if you wish.

Step 18: Now take the next shade of black and outline the shading you just did like shown.

Now you've finished the basic shading! Its time for highlights.
Step 19: Take you lightest black a.k.a. the highlight color and draw the highlights. I draw highlights using the line tool and just make TINY little lines where I think there should be highlights...

With all that done the dolls hair should look like this zoomed out!
Step 20: Finally, add the candy cane using the line tool and freehand (see close up) and your signature. Also add anything else you think would make it look better (I added some red laces to the corset using the line tool) and then you are done!

Finally you should have something that looks like this!

Now you are done!!
